I asked a friend, who speaks Breton, whether he could translate this for me.
The answer: désolé! He speaks the dialect 'cornouillais', and this sign is in Breton 'vannetais'. No wonder, then, that with my Welsh I understand a bit of (written) Breton, but can't follow it when spoken.
There are four dialects of Breton.
